Rove 'proud' of US waterboarding

A senior adviser to former US President George W Bush has defended tough interrogation techniques, saying their use helped prevent terrorist attacks.

In a BBC interview, Karl Rove, who was known as "Bush's brain", said he "was proud we used techniques that broke the will of these terrorists".

He said waterboarding, which simulates drowning, should not be considered torture.

In 2009, President Barack Obama banned waterboarding as a form of torture.

But the practice was sanctioned in written memos by Bush administration lawyers in August 2002, providing legal cover for its use.

In 2008, CIA head Michael Hayden told Congress it had only been used on three high-profile al-Qaeda detainees, and not for the past five years.

One of those was Khalid Sheikh Mohammed, a key suspect in the 9/11 attacks.

Mr Rove said US soldiers were subjected to waterboarding as a regular part of their training.

A less severe form of the technique was used on the three suspects interrogated at the US military prison at Guantanamo Bay, he added.

"I'm proud that we used techniques that broke the will of these terrorists and gave us valuable information that allowed us to foil plots such as flying aeroplanes into Heathrow and into London, bringing down aircraft over the Pacific, flying an aeroplane into the tallest building in Los Angeles and other plots," Mr Rove told the BBC.

"Yes, I'm proud that we kept the world safer than it was, by the use of these techniques. They're appropriate, they're in conformity with our international requirements and with US law."

Mr Rove has just written a memoir, Courage and Consequence, in which he defends the two terms of the Bush administration as "impressive, durable and significant".

At Least Two Police Injured, Suspect Reported in Custody 04 Mar 2010 Two police officers were injured by a gunman firing shots outside the Pentagon tonight. Hundreds of employees there were ordered to go into "Code Red" -- the entire building locked down, with no one allowed to enter or leave. ABC reported that Pentagon police had a suspect in custody. ABC reported that three ambulances were on the scene, and all parking lots at the massive Defense Department headquarters were closed off. WLKY Investigates: Taser Use By Louisville Police
Analyzes 18 Months Of Stun Gun Incidents

LOUISVILLE, Ky. -- They are painful, they are effective, and they are used a lot in Louisville.

"You're seeing quite a bit of them," said Major Don Burbrink of Metro Police. "Yeah, I agree with you."

With Taser-related deaths in the United States now topping 200 -- and two deaths in Louisville after police Taser shootings – WLKY decided to take a closer look at who's getting zapped, how often, and why.

WLKY analyzed 18 months worth of incident reports involving Tasers in Louisville.

After years of protests over several controversial police shootings of black men, Louisville became one of the first large police departments in the country to fully deploy the 50,000-volt Taser.

Since they started using Tasers in 2005, they've averaged one Taser incident every two days, and as many as 239 incidents in one year.

WLKY carefully analyzed 268 Taser incidents over 18 months in Louisville, and found that while African-Americans only make up 18 percent of Louisville Metro's population, three times that number -- 54 percent of the people being shot with Tasers -- were African Americans.

Burbrink said it's not racism; it's a reflection of arrest data.

Over the same period, WLKY found blacks accounting for 45 percent of arrests, and 54 percent of Taser incidents, while whites made up 53 percent of arrests and 39 percent of Taser incidents.
