U.S. Forest Service officers pointed weapons at children and fired rubber bullets and pepper spray balls at Rainbow Family members while making arrests Thursday evening, according to witnesses.
"They were so violent, like dogs," Robert Parker told reporter Deborah Stevens of the libertarian-oriented, Round Rock, Texas-based We the People Radio Network [www.wtprn.com] after the incident.
"People yelled at them, 'You're shooting children,'" Parker said during an interview on the network's "Rule of Law Show."
About 7,000 people have arrived at the gathering near Big Sandy in the Wind River Mountains for the annual Gathering of the Tribes, a seven-day event of fellowship, partying including illicit drug use, praying, and living on the land.
They camp on Forest Service land around the country every year, but the Rainbow family's nonhierarchical methods -- no one can speak for the Rainbows, much less sign a land use permit -- often have stymied their relationships.
But rarely do the tensions escalate into violence.
The Forest Service's Incident Command Team in Rock Springs issued a press release Friday morning, saying officers were patrolling the main meadow of the gathering Thursday evening when they contacted a man who fled and was later caught. Another Rainbow was detained for physically interfering.
Officers began to leave the area with the subjects and were circled by Rainbow participants, according to the news release from Rita Vollmer of the Incident Command Team.
Ten officers were escorting the detained subjects when about 400 Rainbows surrounded the squad, and more officers were requested, according to the news release.
"The mob began to advance, throwing sticks and rocks at the officers. Crowd control tactics were used to keep moving through the group of Rainbows," the news release said.
Other law enforcement agencies were called to the scene, the news release said.
Officers made five arrests; one officer suffered minor injuries and was cleared by a local hospital; and a government vehicle sustained damage, the news release said.
"This lawless behavior is unacceptable and we will not tolerate it," said John Twiss, Forest Service director of law enforcement. "The safety of our employees, public and Rainbow participants is our number one priority, and we will continue to protect everyone on the national forest."
Vollmer of the Forest Service Incident Management Team did not return calls requesting comment Friday.
Rainbow Family members' accounts told a different story.
One member who identified himself only as "Ryan" told Stevens he was with his two children in his tent at the Rainbows' Kid Village north of the main meadow where the major prayer circles and dinners are held.
One of the 10 officers pointed a pepper spray gun at him and his children, he said. His girlfriend was using the latrine outside when four officers came to her and asked if she was smoking marijuana.
The officers then ran through the Kid Village and through its kitchen, and chaos erupted, he said.
Other witnesses recounted seeing about 10 officers of the Forest Service's incident command team drag an older man from the woods near the Kid Village, according to interviews by Stevens.
A woman in the village told the officers to take their guns out of the Kid Village. An officer threw that woman to the ground and pulled her head back by her hair while she was being handcuffed, one Rainbow named Rick told Stevens.
"I got out and yelled, 'what the f--- are you doing?'" Rick said. "That got it started."
The officers backed up in a defensive position, and some used their Tasers on Rainbows, he said.
Rainbows called for their crisis management team, and Rainbow family elders urged the crowd to remain calm, he said. However, the crowd kept moving, and the Forest Service officers began randomly spraying the crowd with pepper spray bullets.
The officers, with their two suspects in custody, found an exit trail from the main meadow, and the peacekeepers urged the crowd to let them go, he said.
"These people deliberately, for hours, were aggressively working the camp over and working the people over," Ryan said. "They chose the kiddie village -- the one place, the kids, to take their stand and create a riot, and I bought into it. ... They were looking for an excuse to do some damage to us."
Ryan's partner, Feather, told Stevens she was pepper-sprayed, and saw another Rainbow with welts all over his body.
Feather also recounted seeing a couple with a young child and an infant who had just emerged from the woods and didn't know what was happening.
The couple asked the officers what was going on, and the officers pointed their guns at the children. The officers walked away, but one turned around and pointed his rifle at the baby, she told Stevens.
Robert Kinn of Afton told the Casper Star-Tribune in an interview Friday that he and his family had been camping and drove to Big Sandy because they'd never been to a gathering.
Forest Service officers gave Kinn a citation and a $175 ticket for allowing someone to ride on his vehicle's trailer, and said the officers weren't polite. "I was scared, was harassed."
Kinn and his family went to the main circle for dinner, when they heard people yelling about needing help to put out a fire in the Kid Village.
About 10 minutes later, people came back to tell the main circle the fire was over, and the crowd resumed eating, he said.
One of the senior Rainbows gathered the crowd and explained the clash with the Forest Service, and another man showed where rubber bullets hit him in the stomach, Kinn said.
Kinn and his family drove home that night, he said.

FARSON, Wyo. — More than 100 participants in the annual Rainbow Family of Living Light “Gathering of the Tribes” near Big Sandy made appearances at a temporary federal court at the fire station here this week.
The U.S. Forest Service and Bureau of Land Management had issued numerous citations and warnings, ranging from traffic violations to drug possession, during the week before the event semi-officially began Tuesday.
Chief U.S. District Judge William Downes signed the unusual order to create the temporary courtroom because the closest federal courtrooms to the gathering are in Green River, Lander and Jackson, he said Thursday.
Farson was chosen because it is close to the gathering and because it imposed the least inconvenience to law enforcement and the Rainbow gathering participants, Downes said. “We sent the magistrate judges to them.”
This marked the first time in Downes’ nine-year tenure that he has signed an order to create a temporary court, he said. “But it was clearly appropriate here.”
The court will remain as long as Rainbow gathering participants are in the area, he said.
About 40 participants appeared in court on Wednesday, and an unknown number appeared on Thursday, according to the clerk of federal court in Casper. One defendant on Wednesday apparently got out of hand and was subdued with a Taser, she said.
On Tuesday, about 70 participants appeared before U.S. Magistrate Judge Karen Marty of Green River.
One group of about a dozen defendants included a family with two children and a mother nursing an infant.
None of the defendants was in custody.
Seated behind the cited Rainbows were at least two dozen U.S. Forest Service and other law enforcement officers.
The Forest Service had assembled an incident management team of more than 40 officers from across the country, plus police dogs and administrative personnel, agency spokeswoman Rita Vollmer said before the gathering began. Vollmer did not respond to requests for comment on Thursday.
Those cited by the Forest Service and other agencies had been charged with Class B misdemeanors, which are punishable by up to a $5,000 fine and/or six months in jail, Marty told the court.
The U.S. attorney’s office did not recommend any jail sentences for any of the charges, she added.
Several defendants had been arrested for minor traffic violations, including lack of proof of insurance, expired registration, failure to use a turn signal, and parking five feet away from a posted area.
Based on the recommendations of U.S. Attorney Jim Anderson, Marty fined most of these defendants minor amounts such as $20, plus $25 in court costs and $10 for the victims’ compensation fund.
Marty dismissed the citation of a Colorado man whose vehicle had one of his two rear license plate bulbs burn out during his 700-mile trip to the gathering.
Jim Anderson told the court most drug charges he would prosecute were related to marijuana possession, and he would recommend fines of $250.
However, one defendant who possessed multiple drugs and fireworks received a fine of $400.
Like other Rainbow Family events, the courtroom scenes took on their own surreal flavor.
The defendant with the $400 fine shook the hand of an officer before she left the building.
Other defendants mouthed, “We love you,” to the officers.
One officer gave a toy badge to a child of one of the defendants.
Another officer recorded the courtroom with a video camera. Recording and other electronic devices are forbidden in federal courtrooms unless a judge authorizes their use, Downes said.
Outside the fire station, Forest Service officers took their police dogs around vehicles to sniff for drugs.
U.S. marshals brought out a case of bottled water for the defendants lined up at the tent where security personnel conducted searches.
There, too, Rainbows made nice with the government.
One Rainbow asked a marshal how he kept a straight face.
“I’m smiling on the inside,” he responded.

The President, who was talking part in Monticello's annual naturalization ceremony, was interrupted several times by protesters.
"War criminal!" one protester repeatedly yelled as she was escorted out by Secret Service members.
"He has brought fascism to this shore," another man yelled.
The president did not appear to acknowledge the protesters.

Security forces scrambled to protect French First Lady Carla Bruni and her husband Nicolas Sarkozy today after an Israeli border guard shot himself in the head at a ceremony they were attending.
Dark-suited men were pictured on television hustling the pair up the stairs to their airplane at Tel Aviv's Ben-Gurion airport seconds after the shot was fired. In a panic, Mrs Bruni-Sarkozy rushed up the stairs to the plane ahead of her husband.
Security forces also rushed Israeli Prime Minister Ehud Olmert safely to his car.
A police spokesman, Micky Rosenfeld, denied reports that there had been an assassination attempt on the French leader.

The incident marred Sarkozy's three-day trip to Israel, a visit meant to improve relations between the two countries.
French presidential spokesman Franck Louvrier could not be reached for comment on his mobile phone. Another presidential spokesman who was on another scheduled flight out of Tel Aviv said he knew nothing about the incident.
Israel Radio said the soldier who was shot was stationed 100 metres to 200 metres (yards) away from the plane. He shot himself as a band was playing. Two women soldiers who witnessed the shooting fainted and were treated by medics.
Israel's volunteer medical service Zaka said the soldier apparently committed suicide.
Police say there was no assassination attempt on Sarkozy.

The suicide came today as militants in the Hamas-controlled Gaza Strip fired several rockets into southern Israel, breaching a five-day-old ceasefire after Israeli troops killed two Palestinians in the occupied West Bank.
"This is a blatant violation of the calm, and we will weigh options," an aide quoted Israeli Prime Minister Ehud Olmert as saying after the rockets struck.
The Egyptian-brokered truce, which took effect last Thursday, calls on Hamas to prevent cross-border fire from the Gaza Strip, which it seized by force a year ago.
Islamic Jihad claimed responsibility for the rocket attack, calling it a "first response" to Israel's killing overnight of a local commander of the militant group and another Palestinian, who was affiliated to Hamas, in the West Bank city of Nablus.
Sami Abu Zuhri, a Hamas official, responded by urging "all Palestinian factions to abide by the calm agreement", adding: "Hamas is keen to maintain the deal."
The ceasefire, under which Israel agreed to halt its own operations in the Gaza Strip and to ease its economic blockade of the impoverished enclave, does not apply to the West Bank.

An Israeli police spokesman said at least three makeshift rockets were fired from the Gaza Strip and one hit a house in the border town of Sderot. No one was seriously hurt.

Officials on both sides said from the start that they doubted the truce in the Gaza Strip would last.

"This was in no way an assassination attempt," police spokesman Micky Rosenfeld said. "A border policeman ... committed suicide during the farewell ceremony."
Bodyguards hustled Sarkozy and his wife, Carla Bruni-Sarkozy, into their plane at Tel Aviv's Ben-Gurion Airport after the shot was heard. Other security men whisked Israeli Prime Minister Ehud Olmert toward his car.
Olmert and Israeli President Shimon Peres, who was also at the scene, returned to the aircraft to bid the Sarkozys a final goodbye after it was established that the incident was over and posed no threat. The plane then departed.
According to Rosenfeld, the guard who shot himself was a paramilitary policeman and had been assigned to a security patrol at the airport.

The incident was over within minutes, and Olmert boarded the plane to inform Sarkozy what had transpired, witnesses said.
Police spokesman Shlomi Sagi confirmed that a policeman guarding the airport committed suicide just as Sarkozy was about to board his plane.
Officials said he shot himself in the head.
Another police spokesman, Micky Rosenfeld, said there had been no assassination attempt on the French leader.

Earlier, Palestinian militants fired three homemade rockets into southern Israel, the first such attack since a cease-fire between Israel and Gaza militants took effect last week.
Israel condemned the attack as a "gross violation" of the truce, but did not say whether it would retaliate.
The barrage wounded two people and capped a day of violence that presented the truce with its first serious test.
Just before midnight, Palestinian militants fired a mortar shell into an empty area in southern Israel. And in a pre-dawn raid, Israeli troops killed two Palestinians in the West Bank city of Nablus.
Islamic Jihad, a small armed group backed by Syria and Iran, claimed responsibility for the rocket fire. Although the West Bank is not included in the truce, the group said the Nablus raid had soured the atmosphere of calm.
"We cannot keep our hands tied when this is happening to our brothers in the West Bank," the militant group said.
Hamas spokesman Sami Abu Zuhri said the rocket attack came because of "Israeli provocation this morning" and added that Hamas was "committed to the calm." He said Hamas will talk with other factions and make sure they are committed, too.
The Egyptian-brokered truce went into effect Thursday. The immediate aim was to end fighting that has killed seven Israelis and more than 400 Palestinians — many of them civilians — since Hamas gained control of Gaza a year ago.
It also obliges Israel to ease a punishing blockade of the coastal strip.
In a final stage, the sides are to address Hamas' demand to reopen a major border passage between Gaza and Egypt and Israel's insistence that Hamas release an Israeli soldier it has held for two years.
The cease-fire is meant to avert an Israeli invasion of Gaza, a tiny, impoverished seaside territory of 1.4 million people that Israel evacuated in 2005 after a 38-year military occupation.
The deal extends beyond Hamas to all militant groups operating in Gaza but does not include the West Bank.
Egypt acted as middleman for the six-month truce because Israel, like much of the international community, shuns Hamas for refusing to recognize Israel or renounce violence.
Israeli Prime Minister Ehud Olmert flew to Egypt on Tuesday for talks with Egyptian President Hosni Mubarak.
Upon entering the meeting in the Red Sea resort of Sharm el-Sheik, Mubarak said the two would discuss efforts to release the Israeli soldier, Sgt. Gilad Schalit. Olmert hailed Egyptian efforts to end attacks on Israel from Gaza.
Israel has pressed Egypt to crack down on arms smuggling from Egypt's Sinai desert into Gaza.
On Tuesday, Olmert was quoted in the London-based Al-Sharq Al-Awsat daily as saying that if the smuggling did not end, then Israel would consider the cease-fire agreement violated, and "we will be compelled to military action."
Early Tuesday, Israeli troops killed a senior Islamic Jihad commander in a raid in the West Bank town of Nablus.
A neighbor said a Palestinian bystander was also shot to death by troops when he opened the door of his apartment during the raid. The Israeli military said the man was a militant killed during a gunbattle with troops.
Islamic Jihad said the commander of its northern West Bank operations, Tarek Juma, was killed in the operation.
The military said Juma was targeted because he was planning an attack on Israel. Troops found explosive devices and munitions in his apartment, it said.
In Germany, Palestinian Prime Minister Salam Fayyad condemned the operation.
Fayyad, whose government is trying to negotiate a peace deal with Israel, has said continuing military operations are undermining efforts to have Palestinian security forces restore law and order in the West Bank.
This was "an example of the kind of activity that has to stop and has to stop immediately and promptly if we are going to succeed in providing security to our people," said Fayyad, who is attending an international conference aimed at bolstering his security forces. "There was absolutely no exchange of information on this particular incident."
Also Tuesday, the Hamas military wing took responsibility for a shooting in the West Bank last week that injured three Israeli hikers. The claim was sent in a text message to Gaza journalists.

Confusion has marred French President Nicolas Sarkozy's farewell to Israel, after a soldier shot himself dead during an airport departure ceremony.
Mr Sarkozy and his wife, Carla Bruni, were rushed into their plane after the shot. Israeli Prime Minister Ehud Olmert was also hurried to safety.
The incident at Ben-Gurion airport came at the end of Mr Sarkozy's three-day visit to Israel and the West Bank.
A police spokesman said the security officer had committed suicide.
Spokesman Micky Rosenfeld said the incident, which happened just as Mr Sarkozy and Ms Bruni were about to board their plane, had posed no threat to the visitors.
He denied reports that it might have been an assassination attempt on the French president. Other reports suggested the soldier may have shot himself accidentally.
Witnesses said the incident was over within minutes and that Mr Olmert had then boarded the Sarkozys' plane to say farewell and explain what had happened.
'A priority'
Israel Radio reported that the soldier had been stationed on the perimeter of the airport, some 100m to 200m (330 - 660 feet) from the Sarkozys' plane, when he shot himself as a band played.

Television footage showed the French president and his wife being hustled up the steps into the aircraft.
Israeli President Shimon Peres, who was also present for the farewell ceremony, was also taken to his armoured car.
Mr Sarkozy's visit was intended to improve relations between France and Israel.
He also held talks in the West Bank on Tuesday with Palestinian leader Mahmoud Abbas.
Speaking after the meeting, Mr Sarkozy voiced his support for the creation of a Palestinian state.
"The security of Israel is non-negotiable for France, but the creation of a viable, democratic, modern state for the Palestinians is a priority for France," he said.
He also repeated his call for Israel to halt its building of settlements in the West Bank.
It came a day after he told Israeli politicians in the Knesset that there would be no lasting Middle East peace without a freeze on Jewish settlement construction on Palestinian land.

Mohammed Mousa, 63, who has worked for forty years at the US Consulate in Jerusalem and is an American citizen, died of a heart attack when Israeli soldiers refused to allow him to pass through the checkpoint to work this week.
The incident took place on Tuesday, and the IMEMC has confirmed that the heart attack was directly correlated to the stress of being held at the checkpoint.
Israeli soldiers stationed at checkpoints in the Jerusalem area regularly deny entry to Palestinians holding foreign citizenship and holding all necessary permits to pass. In addition, there have been multiple incidents of soldiers humiliating and harassing elderly Palestinians, on a nearly daily basis at many checkpoints.
