CDC says 'worried' about swine flu outbreak
CHICAGO, April 24 (Reuters) - The U.S. Centers for Disease Control and Prevention said on Friday it was worried about a swine flu outbreak that has killed as many as 60 people in Mexico, sickened 1,000 and made eight Americans ill.
The CDC said people in the United States appear to have the same strain of swine flu, but it is not clear why the U.S. cases have been less severe than those in Mexico.
Here are some comments by CDC acting director Dr. Richard Besser from a telephone briefing with reporters :
* "So far there has not been any change in the pandemic threat level. The World Health Organization will be looking at the situation that is occurring in Mexico and will most likely be convening their panel of experts to address that situation."
* Besser said they will ask: "Is the virus new? Does it cause severe disease? Is it easily transmissible? ... Those are the three factors the WHO will be considering."
* Besser said the CDC has not yet sent staffers to Mexico. "We are offering support to the Mexican government in terms of epidemiologists and laboratory scientists to help with their investigation."
* "Understanding who is getting sick in Mexico is critically important," he said, adding that younger patients getting sick is characteristic of a pandemic.
* He said 7 of 14 Mexican samples had tested positive for the new and unusual strain of H1N1 swine flu.
* Besser said the CDC is working closely with the World Health Organization. "WHO is not at the point of declaring a pandemic. We are trying to learn more about this virus and transmission and how to control it."
* Besser said the CDC is being "very aggressive" said it was time for people in the United States to think about what to do if this does turn out to be a pandemic.
* "What we expect to be seeing is that people start thinking about their own preparedness. It's a time where there is a teachable moment and people can take action about preparedness."

The WHO also said that the viruses in the outbreaks in Mexico and the United States had not been detected in pigs or humans before but were proving sensitive to Tamiflu. Known generically as oseltamivir, the pill by Swiss drugmaker Roche Holding (ROG.VX) can both treat flu and prevent infection.
"Because there are human cases associated with an animal influenza virus, and because of the geographical spread of multiple community outbreaks, plus the somewhat unusual age groups affected, these events are of high concern," the Geneva-based agency said in a statement. Hazardous waste left by Ohio Earth Day event
Promoters of Sunday's festival in Columbus had invited residents to clean out their basements and bring items for recycling and disposal. The organizers took care of hauling away old computers, furniture and other junk and thought the Solid Waste Authority of Central Ohio had agreed to come pick up the liquids and other hazardous materials.
But the trash agency says it was never contacted.
Its waste drop-off center is usually open only on Wednesdays and Thursdays, but it opened Monday under a special arrangement with the festival organizers, so they could bring the paints and other stuff.

SARASOTA, Fla. -- Sarasota County is joining an aggressive statewide push for the courts to collect money from residents who owe fines and fees to the court system for crimes and civil infractions.
Starting Thursday, the new collections court gives a judge the power to order debtors arrested if they miss a month on their payment plan, and then do not show up in court to explain why.
The judge can also ask what the debtor spends money on - cable TV or cigarettes, for example - and require them to end frivolous spending until the court fees and fines are paid. heraldtribune.com

The operation of Collections Courts is a clear example of Florida’s counterproductive court debt scheme in practice. These courts are set up largely to deal with the inevitable downstream consequences of a system in which financial obligations are imposed at sentencing regardless of a defendant’s ability to pay.
Ostensibly, Collections Court gives the defendant an opportunity to explain why he or she is unable to pay and gives judges the discretion to work out a reasonable payment schedule. However, judges are not permitted to waive any fines or fees, even when it is clear that an individual is indigent. While state law does permit judges to convert financial obligations into community service for those unable to pay, it appears that defendants are not generally offered this option in Leon County. Even more troubling, numerous persons who have completed their underlying sentences end up arrested and processed through the criminal justice system again, not for any violation related to their underlying crime, but rather solely because they have failed to appear in Collections Court and to explain why they are late on a payment. These findings analyze Collections Court-related arrests in Leon County over a one-year period.

David B. Kellermann, the Freddie Mac executive who was found dead yesterday in an apparent suicide, discussed taking time off with the company's human relations department on Tuesday, according to a person familiar with the matter.
Kellermann, a longtime employee of the troubled mortgage giant who had been acting chief financial officer since a government takeover in September, told officials he was feeling stressed, working long hours, and he needed to take a break, the person said.
Freddie Mac assured Kellermann he could take a week off, effective immediately, and his subordinates could run the finance operation without interruption. On Tuesday night, Kellermann apparently decided to take the vacation and delegated responsibilities to two senior members of his staff, the person said.
Found by his wife Donna before dawn yesterday in the basement of his Fairfax County home, Kellermann, 41, left no note, law enforcement sources said.
He had hanged himself on a piece of exercise equipment, the sources said. There were no signs of foul play. His body was taken to the office of the medical examiner, who will rule on the cause of death. His motivations are not known.
But even if his final act was unrelated to work, Kellermann's last months were consumed by the mounting stresses at the center of the financial crisis. People who knew him said he was deeply committed to Freddie Mac, just about the only place he'd worked professionally, and its struggles had taken an increasingly visible toll.
"David was engaged in all parts of the company," said Moffett, who tapped Kellermann as his chief financial officer before resigning the top post last month. "The CFO of any company in today's environment is a very stressful job . . . particularly when you're in a company that's undergoing a tremendous amount of change and uncertainty."
Kellermann had worked his way up at Freddie Mac from a young financial analyst to one of the mortgage giant's main points of contact with its government overseers. Recently, he'd faced intense pressures dealing with the company's billions of dollars in losses and myriad other accounting and legal issues, refusing to take time off, his colleagues said.
"He endured a tremendous amount of stress over the years . . . It's been a difficult environment," said Peter Federico, Freddie Mac's treasurer and a close friend. The news of Kellermann's death yesterday stunned his colleagues. "It's one of the things that puts everything in perspective. It's difficult for everybody to deal with it," Federico said.
In the months before he died, Kellermann would trek most evenings to Freddie Mac's executive suite to see his boss. Long after other employees had headed home from the McLean campus, Kellermann would remain cloistered with chief executive David Moffett, wrestling for hours with the difficulties of a company that had been near collapse.
Kellermann usually brought a three-page list of to-do items. Moffett was new to the company, appointed by the government after it seized Freddie Mac in September, and he recalled leaning heavily on Kellermann's 16 years of experience at the firm for guidance.
Freddie Mac was seized in September after the Treasury Department and Federal Housing Finance Agency determined that mounting losses at the firm and its sister, Fannie Mae, posed a risk to the entire financial system. Losses at Freddie Mac have been particularly steep, and together the two companies have received nearly $60 billion from the government to shore up their financial health.
Once a high-flying finance company, Freddie Mac has been transformed into a quasi-government agency, carrying out big parts of the Obama administration's housing recovery plan. Employees at Freddie Mac lost much of their wealth with the collapse of the company's stock and face uncertain job prospects long term.
Kellermann was responsible for the company's financial controls, financial reporting, taxes, capital oversight and compliance with federal requirements. He was previously senior vice president, corporate controller and principal accounting officer after starting at the company as an analyst.
Even with all the financial losses at Freddie Mac, Kellermann continued to find lighter moments. In the weeks after the company was seized by the government, his grim presentations at Tuesday morning meetings of senior executives would often end with him cracking jokes, colleagues said.
"He will be most remembered for his affability, his personal warmth, his sense of humor and his quick wit," said John A. Koskinen, the company's chief executive.
Yet Kellermann has also figured in recent controversies at Freddie Mac. He and a group of company attorneys tussled with its regulator in early March as the firm prepared to file its quarterly earnings report with the Securities and Exchange Commission. The group insisted that Freddie Mac inform shareholders of the cost to the company of helping carry out the Obama administration's housing recovery plan. The regulator urged the company not to do so, according to several sources familiar with the matter. An FHFA official contested that account, saying the regulator did not oppose disclosure but how the information was portrayed in the filing.
Freddie Mac ultimately disclosed the material.
Separately, the SEC and Justice Department have been investigating Freddie Mac over questions of accounting, disclosure and corporate governance, the company said in a recent SEC filing. Sources said Kellermann was not a target of the probe by the U.S. Attorney's office in Alexandria but was someone investigators wanted to question. "He obviously knew about things that we would want to know about,'' said one law enforcement source, who was not authorized to comment and spoke on condition of anonymity.
David R. Palombi, a company spokesman, said that Freddie Mac "knows of no connection between this terrible personal tragedy and the ongoing inquiries that are discussed in our recent SEC filings."
Earlier this month, Freddie Mac and Fannie Mae were criticized on Capitol Hill after outlining plans to pay $210 million in retention bonuses to 7,600 employees over 18 months. Those payments included an $850,000 bonus for Kellermann disbursed over a year and a half. He had already received $170,000. Top lawmakers have demanded that employees pay back money they've received and that the companies suspend all bonuses.
During the uproar over bonuses, Kellermann's wife sent an e-mail to neighbors letting them know that a security detail was guarding the house, one recalled. Another neighbor said the Kellermanns hadn't wanted the protection -- they were reluctant to see Freddie's troubles intrude so publicly on their private lives.
Soon after Kellermann's death was reported yesterday, television trucks pulled up outside his stately brick home and its manicured lawn, beaming the image around the world. Many neighbors were taken aback by the attention given to the apparent suicide.
Susan Unger, a neighbor, said she last saw him a few weeks ago working in his yard. She woke up early yesterday morning to the sound of rescue crews arriving. "They took the stretcher in and brought it out empty, so I thought everything was okay," Unger said. "It's just so sad. . . . I'm just in total shock."
The neighbors knew Kellermann mostly as a doting father of a young daughter and meticulous gardener. He decorated his home lavishly for Christmas and threw great parties for Halloween and University of Michigan football games. He'd attended Michigan before receiving a graduate degree from George Washington University.
But Sergio Moreno, who lives up the street, said he had recently noticed some changes. Kellermann was busier than ever and more stressed. A large man, Kellermann had lost a lot of weight.

NU's Katz reminds Emanuel he's Jewish
National Union chairman Ya'acov "Ketzele" Katz sent a letter to White House chief-of-staff Rahm Emanuel last week admonishing him not to forget his Jewish and Israeli origins
Katz's missive came in response to a reported verbal exchange between Emanuel and an unidentified American Jewish leader.
Katz claims that in a private meeting with the unnamed leader, Emanuel said, "In the next four years, there will be a peace agreement with the Palestinians on the basis of two states for two peoples, and it does not matter to us who is the prime minister."
In the letter, a Hebrew version of which was provided to The Jerusalem Post by Katz's parliamentary aide, Katz wrote: "For many Israelis, this report is a cause for worry because it reveals a condescending attitude toward our prime minister and Israeli public opinion. This is an attitude that Israel does not expect from a real friend such as the US, and all the more so from an Israeli Jew who has succeeded in being appointed White House chief-of-staff."
Katz went on to compare Emanuel to the biblical Esther, who ended up at using her influence with Persian King Ahashverosh to intervene on behalf of the Jews of the Persian Empire.
"For if you remain silent at this time, relief and deliverance for the Jews will arise from another place, but you and your father's family will perish. And who knows but that you have come to royal position for such a time as this?" Katz wrote, quoting from the Book of Esther (4:14).
Katz was hinting that Emanuel should use his influence to protect Israeli interests, which, he believes, are best served by preventing the creation of a Palestinian state in the West Bank and the Gaza Strip.
Emanuel was born in Chicago in 1959. His father, Benjamin M. Emanuel, a Jerusalem-born pediatrician, was a member of the IZL (Irgun).
Rahm Emanuel and his brothers attended summer camp in Israel. Emanuel and his wife, Amy Rule, are members of Anshe Sholom B'nai Israel, a modern Orthodox congregation in Chicago. They have a son and two daughters; the older two attend the same Conservative day school Emanuel himself attended as a child.
During the Clinton administration he directed the details of the 1993 Rose Garden signing ceremony for the Oslo Accords, down to the choreography of the handshake between prime minister Yitzhak Rabin and PLO leader Yasser Arafat.
In November, Emanuel said US President Barack Obama did not need his influence to "orientate his policy toward Israel."
Meanwhile, the National Union said it was never officially notified by the Likud that it would not be entering the new government coalition.
"Basically, we are still waiting for a telephone call," Harel Cohen, secretary of the NU's rabbinic council, said on Sunday.
"Up until the swearing in of the new government, we were still receiving signals from the Likud that we were wanted in the coalition," Cohen said.
He also said that in principle, there was nothing in the Netanyahu government's platform that would prevent the NU from joining the coalition.
"Obviously, if the present government adopts a 'two-states for two peoples' solution, that would be problematic. But so far that has not happened."
The NU's rabbinic council, which gives final approval for all of the party's political decisions, released a letter of support for Katz.
The council, whose members include Hebron-Kiryat Arba Rabbi Dov Lior, Beit El Rabbi Zalman Melamed and Rabbi Ya'acov Yosef, son of Shas spiritual mentor Rabbi Ovadia Yosef, responded to claims that Katz had made "outrageous demands" that kept the NU out of the coalition.
Rather, according to the rabbis, it was a sudden, inexplicable change of mood in the Likud.
